Argentina Operations Centre (AROC). AROC normally implements projects in Argentina using Management Service Agreements (MSAs) or direct Service Agreements (SAs) with the national government. MSAs and SAs are highly cost-effective because overhead reflects estimated actual costs, not a predetermined percentage fee, and interest earned by UNOPS-administered funds accrues to the project, in agreement with the Government. Projects are delivered rapidly because the legal framework between UNDP/UNOPS and the government applies in lieu of national procurement regulations. The gains for national authorities can be considerable. Absolute transparency in contracting and procurement and completion of projects ahead of schedule have saved up to 30 per cent for the Government of Argentina.
