Overview: 

he democratic election of the Aylwin Government in 1990 led to the resumption of bilateral cooperation between the Federal Republic of Germany and Chile, after the complete cessation of German development cooperation with Chile under the Pinochet military dictatorship (1973-1989). At the start of the 1990s, cooperation focused particularly on areas of the country’s social development, such as education, health and housing.

Since then, the nation has made great strides in strengthening and consolidating democracy, modernising public administration and advancing economic development. Progress in improving social infrastructure has substantially reduced the poverty rate. For the future, Chile has adopted an ambitious programme targeting state modernisation and sustainable conservation of the nation’s natural resources and the environment.

Of Chile’s 16.4 million inhabitants, some 14 percent live below the poverty line. Average per capita income in 2007 was USD 9,884. According to the Human Development Index (HDI) of the United Nations Development Programme, Chile ranks 40th among the field of 179 nations listed.

Chilean-German cooperation today concentrates on the following areas:

   * Renewable energy
   * Energy efficiency
   * Three-way cooperation
   * A fund supporting self-financed reforms
   * State-owned properties for projects to generate electricity from renewable sources
   * Integrated urban district renewal.

In addition, GTZ carries out projects in Chile in cooperation with the United Nations Economic Commission for Latin America and the Caribbean (ECLAC).
