They have learned that the smaller the business the less likely their management team is able to possess the full range of skills and knowledge of best practices required for it to fulfill its potential and survive its threats.

They may also be focused on symptoms of problems and not realize what the underlying causes and needs actually are. In addition, they may be reluctant to look for outside help because they don't know where to look and lack confidence that they will be able to identify and access the help that they actually need, from a reliable source, and at an affordable price.
