History: 

BCS is a new business, founded in 2013 by Tim Baines and Rhiannon Cutler. However, although new, it has been many years in the making. It is built on the simple idea that consultancy and advice is best when it is based on the firm foundations of information and facts, not just on subjective opinions. It is the fact that BCS has created and has access to the most authoritative information in our chosen areas which makes BCS unique.

The idea for the first financial benchmarking survey began in 1992 when Tim Baines became audit partner for two leading West Country schools, Millfield and Clifton College. The bursars of these two schools, Paul Oddie and Nick Durkin, told him that there was no useful external information to help them benchmark their financial results, no generally accepted ratios or KPI’s and so no way of answering Governor calls for ways to assess comparative performance. They encouraged Tim to remedy this!

In 1995, the first Charity SORP gave Tim the opportunity as it codified school accounts for the first time. Tim persuaded 25 West Country schools to provide him with their data and the financial survey was born. It was so well received that it went national a year later and it has grown every year since. With Tim’s move to CCW in 2001 the survey was endorsed by the ISBA and in 2006 it became the official survey for the sector as a whole, with data collected via the ISC website.

With the survey literally starting from a blank sheet of paper we have been able to work with the bursar community to come up with new ways of analysing and categorising data and so provide benchmarks, KPI’s and ratios which have gradually become accepted across the sector. For example the investment surplus model came about following a challenge from the late Richard Beauchamp, Bursar of Radley, to find a way of comparing schools with very differing non-fee income and cost streams. We now work with the ISBA’s finance committee each year to ensure the survey addresses current “hot topics”.

The Teacher Salary and Benefits Survey came about following a pilot project for RGS Guildford in 2009. Tim Baines recruited Rhiannon Cutler to help him develop this and together they worked with RGS to devise a simple survey. The key breakthrough was the concept of “scenario questions” i.e. not asking what a school pays its head of maths (as the answer depends on who that person is and what else they do) but what would the school pay its head of maths if they were 10 year qualified, with no other responsibilities etc. The pilot was a success and Tim and Rhiannon then researched and issued the first national survey in 2011.

We were approached by the IDPE in 2011 to carry out a survey of Fundraising and Development and this survey was issued in 2012. It was so successful that we sold out of the survey and the reprint!

The growth of survey work, together with the advisory and consultancy work which followed, encouraged Tim and Rhiannon to leave CCW in 2013 and set up BCS. Our current projects are to continue the annual financial survey, to repeat the teacher salary survey in 2013 and extend it to junior schools in 2014 and to repeat the fundraising survey in 2013. We are also working on a head’s activity and time survey to present to HMC in October 2013. We both enjoy the challenge of working with schools and we would like to thank all our friends in the sector who have supported us, encouraged us and made this possible.
